La Administración Portuaria Integral de Ensenada, S.A. de C.V., (The Integral Port Administration, S.A. de C.V.), "API" was established in June, 1994, upon the enactment of the Law of Ports which was intended to set up a new operational framework for all Mexican ports.

The main objective of API is to manage, supervise, control and promote property, services and activities within the Port Site. API operates with its own profits and resources thus achieving its financial self-sufficiency which comes from cession of goods, port duties, and services.

API is ruled by the Port Development Master Plan, effective for five years and exclusive for each port, this is the second master plan for 2005-2006. API further pays an annual fee to the Federal Government for the use and exploitation of the Port Site and the surrounding area. The legal framework, on which the Port Administration is based, is the Law of Ports, the Navigation Law, the Operation Rules and all the legal provisions applicable to its activity.

Since 1996 the totality of port services is provided by private providers, meeting all the modern purposes required by the Port Law. Likewise, all services and port activities provide almost 2000 direct Jobs.
