• Ministry of Communications and Transportation in Mexico (SCT) eliminates mandatory use of tugboats for cruise ships with advanced technology in the ports of Ensenada and Mazatlan. It is a fact. Cruise ships will no longer need tugboat service at the Port of Ensenada. With the objective to increase the destination competitiveness, SCT officials submitted a vast analysis to the Regulatory and Improvement Federal Commission (COFEMER), for their pronunciation in favor to SCT to eliminate the mandatory use of tugboats for cruise ships that have conventional propulsion systems, thrusters propulsion, and advanced navigation systems. The main objective set by SCT, is to improve the efficiency of the Port of Ensenada as a cruise port destination, giving cruise lines the power to use their own resources and technological advances to avoid unnecessary costs, and encourage cruise industry development without neglecting safety in the transportation of cruise ship passengers. In this context, SCT published on June 17th , 2011 on the Federal Official Journal, the modification to the agreement of law, dated since 1981, declaring the non mandatory use of towing service at the Port of Ensenada, which established in its 3rd article "Cruise ships equipped with propulsion systems and schottel propulsion cross-bow, or with conventional propulsion thrusters at the bow and stern, that allow them to maneuver without the need of tugboats, as long there are favorable conditions of wind and currents, which will be determined by the ship's captain, the port pilot designated for the corresponding maneuver and the Harbor’s Captain, will not require the use of towing service predicted before in the previous articles” Carlos Jauregui Gonzalez, executive director of the Port of Ensenada, expressed, that this publication eliminates the use of tugboats, as long as the cruise ship has its own technology to take over the docking maneuvers, and count with favorable climate conditions. As well, on June 28th, with the approval of the Port Operations Committee, the modification was incorporated to the Port Operation Rules on the 12th article that establishes the “Criteria to provide tugboat services at Port of Ensenada”. Therefore, will only be necessary tugboat service on special conditions considered; presence of winds above 25 knots, choppy or rough weather, storms and waves, during dredging operations at the port, and when cruise ships present problems on their navigation and propulsion equipment. From now on, the Port of Ensenada will reduce between 10 to 15% the cost of port services, depending on the size of the cruise ship, establishing better conditions to cruise shipping lines. |
